Legislative Plan of the Palestinian Government- Efforts Exerted and Future Horizons

In the context of Birzeit Legal Encounters, the Institute of Law (IoL) as well as the Faculty of Law and Public Administration at Birzeit University invited Mr. Khalil Karajah Rifai, Legal Advisor of the Secretariat-General of the Palestinian Council of Ministers and General Coordinator of the High National Committee on the Development of the Palestinian Government's Legislative Plan.

Mr. Mohammed al Ahmed welcomed the audience, introduced Mr. Rifai, and highlighted significance Palestinian Government's Legislative Plan. Since establishment of the Palestinian National Authority (PNA) in 1994, legislative activity in the PNA-controlled territory has been suffering from innumerable problems, obstacles and disorders. Therefore, relevant national efforts had to be institutionalised so as to produce the Palestinian Government's Legislative Plan. As such, efforts were commenced to develop the Legislative Plan in mid November 2007. Accordingly, the High National Committee on the Development of the Palestinian Government's Legislative Plan was created. In collaboration with ad hoc committees, Ministries and relevant authorities, the High National Committee will submit its proposals regarding various draft regulations on specified deadlines.
